Seit 2005 regiert eine Große Koalition die Bundesrepublik Deutschland. Vor diesem Hintergrund ist es lohnend, nach der Funktionsweise der Ersten Großen Koalition (1966–1969) zu fragen. Sie hatte ebenfalls große Herausforderungen zu bewältigen (Notstandsgesetzgebung, Finanzverfassungsreform u.a.) und wird in der Zeitgeschichtsforschung als besonders innovationsfreudig eingestuft. Gegenstand des Aufsatzes ist die Frage, mit welchen Strategien es dem Kabinett Kiesinger/Brandt gelang, zwischen den damals noch sehr gegensätzlichen Parteien CDU/CSU und SPD das nötige Maß an Konsens herzustellen. Dabei wird insbesondere untersucht, welche Kommunikationsstrukturen die Koalition nutzte bzw. erst aufbaute.

Since 2005, the Federal Republic of Germany has been governed by a Grand Coalition, consisting of the alliance of the Christian Democratic Union (CDU) and Christian Social Union (CSU), and the Social Democratic Party (SPD). In this context, it is worthwhile inquiring into the functioning of the first Grand Coalition of 1966–1969, which faced similar challenges such as emergency legislation and constitutional reform with regard to financial policy. This period is generally understood to have been a particularly innovative phase of contemporary German history. The aim of this article is to provide insight into the strategies with which the Kiesinger/Brandt cabinet succeeded in creating a viable degree of consensus between the positions of the CDU/CSU and SPD parties which, at that time, were still very different. The article focuses on communication structures operating within the coalition and on those which evolved during this period.
